Sheff Wed Confronts a 'Significant Problem', Declares New Football Authority

'We will play a key role in football's future' - football oversight chief David Kogan

The Championship club's ongoing struggles are seen as a "significant problem" and the independent regulator is aiming to acquire authority to examine team situations in similar circumstances, its new chair the official has announced.

In a wide-ranging interview, Kogan, who was named to the position this week, voiced concern towards Wednesday's fanbase.

The chairman convened with four supporter groups representing the Championship side in recent days.

The team have been struggling on and off the field in this season, with the club delaying salary disbursements on several different times, including in last month.

"Evidently Wednesday represents a significant problem for EFL and a significant problem for football," Kogan told.

"The club represents one of the iconic names for English football and in recent days we have met fan representatives.

"We are seeking authority... which will allow us to have Wednesday and comparable cases referred to us if they require examination and addressed."

Financial Struggles and Leadership Concerns

Wednesday's embattled owner the Thai businessman suggested earlier this year he would be prepared to relinquish control at their home ground, but he has failed to complete a sale with interested parties.

Failure to pay player wages on time in spring months caused limitations by the English Football League (EFL) in summer, stopping Wednesday from completing any transfers or loans for the subsequent signing windows, although the ban was rescinded in late summer.

Official's Viewpoint

Kogan said: "Our role exists to serve the fans of Sheffield Wednesday, teams facing challenges where people are committed to a regional establishment that has been part of their lives in many cases.

"I fully appreciate the club's situation, as I do for all the clubs that in modern times have encountered failure, or been close to going to the wall, for causes separate from the supporters."

When asked if the regulator could force an proprietor to divest a club if they are considered unfit, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we gather the evidence and understand the situation, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the authority would rather to work with them.

"The last thing what we want to do is begin intervening in an individual club, an specific proprietor, without being able to work with that proprietor to address the problems affecting the organization and the owner's facing," the chairman stated.

"But the truth is, when you look back over the history of the game, over the past few decades there have been some owners, a small minority, but particular people who have shown negligence in the way which they've been managing their teams and eventually don't wish to take responsibility for the coming years."

'Errors may undo substantial development'

The chairman convened with delegates from multiple organizations to detail the scope of the oversight body this week and stated it constituted a "progressive gathering" with a "significant participation" from the lower divisions to the top flight.

"It's a job that's actually really important, because if errors are made, if the sport makes errors, the significant advances achieved could disappear incredibly quickly," Kogan said.

"And that's what nobody wants in the context of the English game is a huge success story - we've got to keep it going.

"Considerable investment entering the sport and has been invested for the recent generations, because certainty is lacking it will continue to come into football, which is part of the rationale behind I think we have to adopt a precise perspective on potential dangers and naturally, of the next two or three years."

Elite Division Worries

The Premier League opposed the formation of an authority because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but the chairman responded: "I'm absolutely committed to the success and growth as an economic entity of the elite league.

"I of all people understand the worry about compromising the Premier League as a premium product of this country. But at the same time, if you engage with division representatives after today's meeting, they would have had a high level of reassurance -and, indeed, they have been telling us in private they have a high level of reassurance."

Political Connections

Kogan is still facing a "full inquiry" by the public appointments commissioner after he acknowledged providing funds to the political party in 2020.

The official donated money to Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the current Prime Minister.

"I have fully disclosed my previous political affiliation [with Labour], and that party membership ceased the day the select committee approved my appointment," Kogan said.

"I am presently disconnected from any form of political activity."
